FS4 USA, LLC Achieves SBA SDVOSB and VOSB Certification — Now Eligible for Federal Set-Aside Contracts

A milestone worth marking, and one that changes the kinds of work FS4 USA, LLC can take on.

As of April 29, 2026, FS4 USA, LLC is officially certified by the U.S. Small Business Administration (SBA) as a Service-Disabled Veteran-Owned Small Business (SDVOSB) and Veteran-Owned Small Business (VOSB) under the SBA's VetCert Program. Our certification is publicly listed and verifiable at search.certifications.sba.gov.

What This Certification Means

For federal customers, prime contractors, and small business liaison officers reading this, the SBA's SDVOSB and VOSB certifications carry specific contracting authority under FAR 19.14 and 13 CFR 125.

FS4 USA is now eligible for:

SDVOSB and VOSB set-aside contracts — federal procurements specifically reserved for certified veteran-owned firms
Sole-source awards up to $5 million under the Service-Disabled Veteran-Owned Small Business sole-source authority
Subcontracting credit for federal prime contractors who must meet SDVOSB subcontracting goals on their large prime vehicles
Set-aside competition under the VA's "Vets First" Contracting Program (VAAR 819.7005), which prioritizes SDVOSB-certified firms for VA procurements

For prime contractors with SDVOSB compliance requirements on contracts like Polaris, OASIS+, Alliant 2, T4NG, or any vehicle with small business subcontracting plans — engagements with FS4 USA count toward those goals.

Our Background in Federal Communications

The SDVOSB certification recognizes ownership and control. The technical work that backs it predates this week.

FS4 USA, LLC was founded by Jim Pilgrim, a senior Unified Communications and Contact Center engineer with more than 25 years of work across Cisco, Webex, and federal communications programs. Past contract work includes:

US Army TACOM contract engagements
Operational support for US AFRICOM out of Djibouti
US Navy survivability engineering across multiple ship classes
FIPS 140-2 product development with NSA and NIST

The federal experience and the certification together let FS4 USA serve as a senior SDVOSB sub on UC, contact center, SIP, and cloud collaboration scopes — a combination that's underrepresented in the federal SDVOSB pool. Most senior UC engineers don't carry federal SDVOSB credentials. Most SDVOSB-certified firms don't have 25 years of senior Cisco/Webex depth. FS4 USA carries both.
